Is the expression "the senators gathered" an abbreviation of A or B?
A: the senators who were gathered
B: the senators who gathered
Ms. Giffords, who entered a packed hearing room on Capitol Hill, walked slowly by the senators gathered to hear testimony from several witnesses, including her husband Mark E. Kelly, and kissed some of them on the cheeks as she passed. _________________ Hiromichi |

I would say A, because it sounds like the gathering process had already happened by the time she walked by.
It could also be short for "who had gathered".
(or, just possibly, "who had been gathered", if someone else had arranged for them to come.)
