There is a lot of bad behavior which breaks the school rules.

I think only somebody can break the rules. So I want to change it as "
There is a lot of bad behavior which is against the school rules."

Am I right? Can some behavior break the rules?

I certainly agree that "is against" sounds nicer.

But there are lots of examples out there of behaviour breaking rules too, so I guess they're both OK.

By the way, if you want to suggest that all the bad behaviour is against the rules, put a comma before which. Otherwise it reads like there is a lot of bad behaviour which is against the rules and some which isn't.
