Interesting question!
"Lean in" seems to have been more-or-less invented by the author of this book, as I can find no reference to it which doesn't mention her, and I had never heard it before.
I think you'd have to read the book to find out exactly what she means by it, but the general idea seems to be that it's an opposite to "holding yourself back" - she is encouraging women to get involved and become leaders.
