What is an antecedent to which?

The appeals for disclosure about the drug sources, supported by a state court in March, threw Oklahoma’s highest courts and elected officials into weeks of conflict and disarray, with courts arguing over which should consider the request for a politically unpopular stay of execution, the governor defying the State Supreme Court’s ruling for a delay, and a legislator seeking impeachment of the justices.

The main sentence is:

The appeals threw courts and officials into weeks of conflict and disarray.

Appeals <--- for disclosure about the drug sources, supported by a state court in March

Disarray <--- with courts arguing over which should consider the request for a politically unpopular stay of execution, the governor defying the State Supreme Court’s ruling for a delay, and a legislator seeking impeachment of the justices.

Still I do not understand.
re: "over which" What does "which" refer to? I like to know an antecedent of the relative pronoun.

lotus: If which is not a relative pronoun, then which is from what items?
We say , Which do you like, apples,oranges or bananas?

The different courts are arguing amongst themselves over (which court) should take the "stay of execution" case. These cases are difficult and controversial. So, none of the courts really want to preside over, or accept the case.

Basically, they're trying to pass the case to the other court(s).

They're arguing over something (which court takes the case).
