Dear Sir/Madam,
I have a question. The text book I use has a sentence,"Several years have passed since the traffic accident, and he still can't shake away the guilty feeling."
Shouldn't we say, "Several years has passed ..."?

Ask yourself, "what has passed?" The answer is "several years". Years is plural so we use "have passed". If we were to use a pronoun in place of the subject, we would use "they".

I have passed.
You have...
He has...
We have...
You have...
They have...
