I don’t understand the difference between safe and secure.

Are the following two sentences grammatically correct?
I they are, what’s the difference between them?

#1 People in Kenya are safe from wild polar bears because there are no wild polar bears in Kenya.
#2 People in Kenya are secure from wild polar bears because there are no wild polar bears in Kenya.
