I think what The Beatles were trying to say is this:

I think "a fool who plays is cool" would be a person who is calm in composure and is relaxed. A person who is not bothered by problems, and does not get stressed out. I believe the expression "to play it cool" is also used in rap/hip-hop referring to someone who is calm and composed. A fool is usually not worried about their problems, so I think this makes sense.
