I've been reading TIME magazine for a while, and I am really shocked at the way they write. so I am really facing some difficulties in getting the meaning of these express, can anyone explain to me the meaning of the underlined part ?

"Five young men in sneakers and jeans troop into a waiting room at the National Institutes of Health Clinical Center in Bethesda, Md., and drape themselves all over the chairs in classic collapsed-teenager mode, trailing backpacks, a CD player and a laptop loaded with computer games. It's midafternoon, and they are, of course, tired, but even so their presence adds a jangly, hormonal buzz to the bland, institutional setting. Fair-haired twins Corey and Skyler Mann, 16, and their burlier..."

Hi. The term, "hormonal buzz" is actually not a phrase that is used often in proper English . It is an invented term. The word, "hormonal" is an adjective and refers to a chemical in the body that produces sexual desire. The word "buzz" is an expression which means intoxication, as in drinking alcohol or using drugs. Thus, the entire term means that the presence of these young people gave the institutional setting a feeling of youthful, sexual energy and intoxication (young people have very active hormones). It is just a colorful way to write. Writers like to be colorful. If you are confused by the word coloful, it means interesting or artistic in this case.
