I do not know the rank structure in the Egyptian Police force but the following is the hierarchy in many military and paramilitary forces.
(starting with the lowest commissioned rank)
2nd lieutenant
Lieutenant
Captain
Major
Lieutenant Colonel.
Colonel
Brigadier (one star general)
Major General (two star General)
Lieutenant General (three Star General)
General (4 star General)
Field Marshal (5 star General)

Lieutenant is pronounced LefTENant by the English and Lootenant by the Americans.
The Russians have a rank of Colonel General but I am unsure where it fits in.

Just a small point. In the Royal Navy we pronounce it the American way!

I was a LOOtenant-commander.

The British Army pronounces it LEFtennant. But not the Royal Navy, Do not ask me why.
