One way to learn casual English is by watching TV. In Japan, people get satilite TV like SkyPerfect.

Another way is to go to International Parties to meet English speakers (Japanese and non-Japanese). In Nagoya, there's an international party in January. Check out www.nagoya-life.com .

Joining English conversation clubs is another way to meet non-Japanese people. Usually International Centers have information on these clubs.

In Japan, some cool magazines are Metropolis and Japanzine. They have events and clubs for English speakers.
