They should be in present perfect tense like I have been tired lately. How come there are many internet sites having:

I am .... lately.

Thanks.

Hmm...

"I am feeling very happy lately."
"I am getting to work a little late recently."

Are they correct? I really don't know, but I suspect not. Even so, you will hear constructs like those all the time in casual speech.

Don't know if that helps very much...

I suspect that must be the case. Thanks.

Can you use it in the past tense?

I don't think so, because "lately" and "recently" wouldn't make much sense.

I think it would work in the present perfect continuous, though: I had been feeling very happy lately.

Thanks. Simply, lately and recently are "up until now." That is it.

Well, pretty much, but I would modify it to "from some point in the recent past up until now."

Yes, and that is exactly Present perfect, nothing else.

Thanks again.
