Could anyone explain the *on* but not *with*?
Wegner worked for Jackson before he slipped on ice at the ranch and left *on* disability.

On involves some financial support from the company whereas with doesn't have such an indication.

(The company will pay for his disability retirement, disability insurance, etc.)

By the way, Missdaredevil, in this sentence "disability" is referring to insurance payments, not to the medical condition itself. (Just in case you didn't know.)

Does the insurance payment refer to payment covered for disability damage?

The implication is that Wegner suffered an injury when he slipped on the ice. The injury made it impossible for him to continue working. Since he had some kind of medical insurance with disability coverage, he will paid disability (benefits) on a regular basis until he is able to work again or until the insurance runs out.

Is he the one that has to shell out payments in order to have his disability insurance covered?

It's possible. More likely in most states in the US, the employee and employer both pay part of the cost.
