Yes, it would still make sense, but it would not mean quite the same thing.
If you are creating something new, it is something that has not been done before.
If you create something anew, you are doing something again that has already been done, but you are doing it in a different way.

"anew" is close in meaning to "again." To be honest, it's not used very much in conversation.

I don't really like the report I wrote. I think I'll start anew rather than try to edit it. (But as LucentShade said, you're more likely to see this word written than hear it spoken.)
