You can change the tense, for example, or you can change *sentences to questions*.
Meaning=changing the tense of the sentences appeared in the quesions??

I don't think so. It seems to say that you have two options: change the tenses of the sentences, or rephrase the sentences so that they become questions.
1. The dog wore a red sweater. ---> The dog wears a red sweater.
2. The dog wore a red sweater. ---> Did the dog wear a red sweater? |
