Hunt also enjoined Liberty's administration from enforcing its restrictive dress requirements, which Jacobs contends are an infringement of her First Amendment rights. without *s*?

An infringement is an act which is contrary to some right enshrined in law. In this case the 1st amendment to the US constitution. If the Ist amendment only guarantees one right, then you can say it without the "s"but if it guarantees more than one, you need the "s".
As I remember it, and I am not an American, the 1st amendment guarantees freedom of religion, speech, press, assembly and the right to petition the government, so I don't see where dress requirements come into that.
You do need the "s" in this case.
