I would have to say no, But will stand corrected, if need be.
In your sentence "in" has the idea of "by doing the action".
Changing it to:
Policymakers, *by *declining the offers (of help from foreign countries), gave little consideration to the fact that many local famers were in desperate need of help.
would convey a similar meaning.
Policymakers, by (the action of) declining the offers, gave little consideration to the fact that local farmers......
Policymakers, in (doing the action of) declining the offers, gave little consideration to the fact that local farmers......
