The envelope is addressed to Peter Jones, Esq.
= The envelope is addressed to Mr. Peter Jones.

Is that right?

Not quite - the words on the envelope would be Peter Jones Esq.

Esquire is a very formal (and hardly ever used any more) polite title for Mister- the Esq. is used at the end instead of Mr. at the beginning

In the US, it is common for a lawyer to use Esq. in his title. I don't think I've ever heard it spoken, but it is very commonly used in written communications.
