The memberships of this committee are *stacked* to give the majority party substantial control.
What does "stacked" here mean?

Weighted or biased toward a certain position by sheer numbers.
Another way to think about it, visualize a lever with a "stack" of weights on one end pushing down, lifting or moving an object at the other end. |
