Many universities have international students in graduate programs (for Masters and Doctorate levels). You can try to enter one of them. Or you can do a specialized summer course for language only if you like.
Almost all universities and colleges have homepages, and most have pages for international study and foreign applications. So you must decide:
What do you want to study?
Where would you like to study?
Is there a college there with such a major or program?
What is their web site? (Yahoo or any search engine can lead you there.)
How about other schools near there?
What is the Cost? (Midwest and rural places can be much cheaper than cosmopolitan places.)
What is the Student visa application process? The U.S. embassy has information in your language about visa application processes.
What are living arrangements for international students? (on campus, off campus, dormitories, apartments?)

The university may have an information packet they can send you. Your own university may have a "study abroad" center with information for potential colleges.

Good luck!
