Let�s take a break and restart the meeting fresh in the afternoon.

What does "fresh" mean here? Your mind being fresh or starting the meeting from the beginning again, without this morning's discussions.

You should use afresh rather than fresh, here, although if you say restart, then you don't need afresh because restart means starting afresh, or anew.
So if you want to use restart, you say, Let's take a break and restart the meeting this afternoon
If you want to use afresh, you can say, Let's take a break, and start the meeting afresh this afternoon. Or, start a fresh meeting this afternoon.

afresh is an adverb that means anew, or with a fresh beginning. So it means here, that the meeting will start this afternoon with a fresh beginning. It does not necessarily mean that the morning's agenda would not be discussed further.

It does not specifically mean that, but you can infer that, after a break, your brain would be refreshed.
