Are they interchangeable in meaning if not culturally interchangeable?

I understand that mazel tov has a meaning closer to "Good Luck!" rather than congratulations. |

Yeah, that's what I thought, too. Actually, it is used quite a lot in the New York City area even by non-Jewish people. |
