Sometimes the same gesture does mean teh same thing in different countries. However, *when people use the gesture may differnt.*
The sentence sounds weird.
However, people who use the same gesture can be different? |

The sentence IS weird and its meaning is obscure.
Perhaps it means that when people use the same gesture it may mean different things to different people.
For example a gesture that means something good in one culture may mean something rude in another.
I guess you have to be careful with gestures when you are in a foreign country. |
