The first sentence is wrong, right? What is "work in progress?" A noun phrase modifying the subject?

No, the first sentence is fine. "a work in progress" is more common usage.

Grammatically? Yes, that's it. It is a predicate nominative (a noun following a verb of being) modifying "report". |
