It's a sexually suggestive form of dancing done by strippers who will gyrate naked over a man's lap (for money) but will not (officially) touch him. In some jurisdictions the women who do this are required to wear a minimum amount of clothing (g-string, for example), so as not to offend community moral standards.

But why LAP dancing if the girls do not touch the man?

They do not dance on the lap, do they?

Do they sit on the man's lap?

Yes, they do.
The rules are:
1. The girl can touch the man.
2. The man cannot touch the girl. (Well, he can, depending on the country and how much he's willing to pay extra for it.)
3. Two drink minimum. Cool

No, it isn't. Loud music, hot, beer, and smoky air. Not exactly a vacation spot.

And it is on the lap. The guy is sitting down, usually unless he's fallen down because he's drunk as a skunk.

Yes, a skunk is a kind of animal.
In this case, it's a common metaphor (or is it an idiom?) for no other reason than it rhymes with "drunk".
Though you could make a case that if you are so drunk, your breath stinks of alcohol as bad as the odor of a skunk's stink musk spray.

These are idioms/metaphors that are popular with students like me.

It is the same as Drunk as a Lord.

Or pissed as a fart.

Stoned out of his skull.

It just means that someone has had too much to drink.
