But do skunks ever get drunk? Do they ever behave badly or unplesantly.

Is it any connection with punk?

No. As Bob siad, the only reason "skunk" is used is that it rhymes with "drunk." English tends to favor phrases that rhyme.

And, yes, it means the same as your other examples, although I never heard "pissed as a fart" before.
