Sticky areas such as religion were best avoided altogether. Women, to, were for a time thought too hot to handle. But children seemed safe*,* and cheap, too.
Can the *comma* be omitted?

Yes, but I think it changes the meaning a little bit. With the comma (think of it as a pause in speaking the sentence), I think "cheap" is emphasized more than it is without the comma. |
