Hmm... I'd use the plural version. It makes the sense of "time" clearer.

A long while later, as in the distant future.

In times to come, people will have their cell phones surgically implanted in their skulls so they'll never be without them.

In times to come, all babies will be genetically engineered for their parents' ideal of perfection.
