it might seem?

From the style it is written in, by tagging "it might seem" at the end of the sentence, my impression is the either the author does not truly believe what he wrote (he is just repeating facts others told him but he does not trust the facts) or he is not happy with the results of what he wrote (he doesn't want the U.S. to have some vigorous years).
If the author put "it might seem" nearer to the front of his statement, i.e. "it might seem the U.S. can look forward...", then it would imply mere uncertainty with the statement of facts and conclusions, but not so much bias for or against it.

Clear? Or did I make it more confusing. Question
