Is (a) the same in meaning as (b)?

no need for "of" there.
but i might say instead, "*for full understanding* of what is happening, it is necessary to know why it should happen."
using understanding as a noun here.

edited: or more clearly, "for full understanding of WHAT is happening, it is necessary to know WHY it is happening." do you see the change? it means the same, just more concise. |

Thanks toe. I've never thought of writing it that way. It seems that "for + n" is more natural than "for + V-ing". |
