shrine: A place at which devotion is paid to a venerated person

sanctuary: a. A sacred place, such as a church, temple, or mosque.
b. The holiest part of a sacred place, as the part of a Christian church around the altar.
c. A sacred place, such as a church, in which fugitives formerly were immune to arrest.

i used www.thefreedictionary.com

in my own words: a shrine is a little altar set up that can contain a picture of the person with candles, incense and such.
a sanctuary is a place of refuge, or a place within a church that is set aside for worship.
