Can I rephrase it like "The omniscient monkey entered on cue."?

The origin for a comment like this comes from a direction in a script. It's a command: at this moment of the show, the omniscient monkey must enter onto the stage.

But since monkeys are not able to follow directions (even omniscient ones), most likely it means what you suggest. It is probably part of a very interesting recounting of something that happened to someone.

So there we were on the African safari. We lost almost all our equipment the day before when the rhino charged us. We were still trying to figure out what we were going to do, and what else could possibly go wrong... Enter omniscient monkey on cue! Etc., etc.
