could play into their authoritarian agendas.

What does "play into their authoritarian agendas. "mean?

"play into" = unintentionally or accidentally become part of somebody else's (usually an opponent's) plans.
I'm not sure about the origin of the metaphor, but it sounds like it comes from strategy or card games.

In this example, it is assumed that the Islamist political parties have an agenda to create an authoritarian regime. So any political deal with the Islamist parties will unintentionally support the parties' plans.
