What had promised to be one of the most contentious political *showdowns* of U.S. president George W. Bush's second term, turned out to be something of an anti-climax.

A political issue seemed likely to create a vigorous battle between the two major political parties in the U.S. The debate was expected to be one of the most furious of Bush's presidency. As it played out (occurred), though, the expected battle was much less severe than anticipated.
