Yep! He served under 8 presidents, I think, but it is more like 8 presidents served under him. He acquired enormous political power, and was known to keep dossiers (secret files) on anyone in high power. Most presidents feared him because they believed he could and would ruin their presidencies if they crossed him (he knew all their dirty little secrets). |

May I make a suggestion?
Discretionary means based on judgment of a particular situation rather than on a set of rules.
In other words, Hoover used his authority with discretion. If he felt it necessary to ignore the rules he ignored them. He was very clever in the way he used the information he gathered. He often turned a blind eye to the sins and peccadillos of senior people that he learned about. |
