DOA here means death on arrival or drug of abuse?

...this could also have another meaning besides the fact that the person was dead. it oculd also mean that the person is dumb, stupid, crazy, or something similar.

for example...you're packing to leave for vacation and you're standing in your driveway strapping a canoe to the roof of your truck. someone driving by stops, rolls down the window and says, "hey neighbor, ar you going canoeing?" you could say about the person who stopped (not to him)that he's DOA from the neck up because it's obvious that you're going canoeing on vacation.
