It'd need more context to know for sure.

It sounds like a guy who is drunk, and probably his girlfriend just left him. He is saying that it doesn't count as being drunk because he is "self-medicating" for the pain of being dumped by his girlfriend... What "you're" seeing is not a drunk guy, but a "sedated" guy.
