Seventh grade (school grade for 13 year olds in the U.S.) refers to their mental age - always talking about boyfriends.

With bank accounts refers to their physical age - adults - as few adolescents have bank accounts (credit cards, maybe, but not bank accounts).

In short, they do not act their age.
