an offensive term that deliberately insults somebody's character or perceptiveness ( slang insult )

Sorry, the explanation is too technical. Could anyone simplify it?

To me, it's somebody who often seems to be doing the wrong thing at the wrong time. Sometimes it is due to bad luck; at others it is due to his or her own carelessness (usually it's a guy, though).

A schmo is someone who would walk into a room being painted and somehow manage to kick over (or step into) a bucket of paint.

You can also use it to refer to a stranger that has just done something idiotic: Look at that schmo! He just passed a cop car doing 20 miles over the speed limit.

Websters dictionary (always a useful thing to look up) defines a schmo as a slang word meaning jerk, or in other words, an annoyingly stupid or foolish person.
