of course not - that would be too easy.
a dirt bag refers to a person who plays mean (dirty) tricks on people, one who deceives, a person who you have strong feelings against, one who is not a nice person, or a person who is dirty and possibly poor.
- that dirt bag stole my wallet!
- the dirt bag that lives on the corner begs everyone for money.
- the dirt bag next door doesn't keep his dog fenced in and the dog bit me when i walked by his house.
- my brother is a dirt bag. he wouldn't come and pick my up from work when my car wasn't working because he was playing basketball with his friends.

We usually put a cloth bag in a vacuum cleaner to store the dirt sucked in,I think it can be called a "dirt bag", right?  |

that's most commonly called a bag of dirt, but i guess that you can use dirt bag for that as well...
