Is "cargo bay" a part of dock for loading and unloading goods?

yes - cargo refers to the objects that you are loading on to the ship
bay refers to the body of water where the boat is parked next to the dock to be loaded.

cargo bay does not necessarily have to be next to the water (although that was it's origin). it also refers to anywhere that cargo can be loaded...at the train station, airlines, or other.
