To me, a minx is a very attractive woman, very flirty and seductive, maybe promiscuous. She is this way not because she is looking for love, but because she manipulates men for her own purposes. She would act this way only to men she was trying to trap.

In Britain, the term minx applied to a female means that she is a flirt, a coquette, perhaps even a hussy. However, it is commonly used in a light-hearted way, perhaps even in a fond way, to simply mean that she is somewhat naughty or cheeky (but not very naughty or cheeky)

A typical usage would be, "Oh, she is a little minx."

It is seldom used seriously and normally it would not be considered offensive.
