when you begin to exercise on a regular basis, your blood will flow more freely and frequently. the writer did not have to use nerve endings - it was by choice. iitimone7

I'm not sure of the context. But when a person or something bothers/iritates you, you could say that it gets on your nerves. So, to tone up your nerve endings could imply that you should learn to not let things bother you so much (be tougher or more patient).
