a. plain-cloth
b. plain-clothing
c. plain-clothes
d. plain-clothed

1. Simplify the phrase to what you need to know.
i.e. "He was a _____ policeman."
2. Policeman is a noun, so the the word before it must describe it, ergo, the word before it must be an adjective.
3. Of the choices, which is an adjective? Which are not?
Clothes, cloth, and clothing are all nouns. So by process of elimination, clothed is left.
4. Check your answer. Can you use clothed as an adjective? Try re-writing it:
"The policeman was plain-clothed." (plain-clothed is a predicate adjective here) Good. So the answer is d.
