to curb=lead dog off sidewalk to defecate: to lead a dog off the sidewalk onto the curb or into the gutter to let it defecate

Is that something allowed to?

Yes, in fact it is often required by city laws so your dog does not leave a pile of crap on the sidewalk where people walk and might step in it.
Additionally, "pooper-scooper" laws may apply that require you to pick up (with a plastic bag) your dog's poop and dispose of it in the garbage instead of in the street gutter or on someone's lawn.
When I take my dog for a walk, I must carry a plastic bag in my pocket in case our little Beagle suddenly needs to drop a little "present".

1.)A curb is a check or restraint.
2.) A border or edging around a garden or a sidewalk
3.) On some horse bridles - Pelhams, double bridles - there is a curb (chain) that fits under the horse's chin. When pressure is applied to the reins, the chain tightens and convinces the horse it is time to stop.
4.)Curb or kerb is a transitive verb meaning to restrain

curbing - the act of making a person bite the curb, then stepping on the back of their head.. This could be seen in American History X.. It was pretty disgusting!
