Which one is correct when the speaker is talking about in past tense?

I would say: It was wrong to steal the car or Stealing the car was wrong. |

Both are grammatically correct.
Though if you want to get particular, the meaning could imply a different condition:
"It is wrong that you stole a car."
You stole the car, and you still have it.
"It was wrong that you stole a car."
You stole the car, but you no longer have the car. |
