Hello everyone.
Thanks to D. Oliver , I understand �overcoming� in the passage below is a gerund.
There are practical problems involved in bringing a big number of foreigners here, but the number one obstacle surely is overcoming popular prejudice. Unlike countries such as Australia and Canada, Japan has never experienced a major wave of immigration.
Still, I am not sure if �overcoming� popular prejudice can be an obstacle in your(=English speakers�) way of thinking. In our (=Japanese) way of thinking, �popular prejudice,� not �overcoming� it, is an obstacle.
Any comment would be appreciated.

In the above, overcoming prejudice is one of the obstacles to increasing the rate of immigration. In other words, according to your example, prejudice is something that needs to be vanquishedso that more people can become valued members of a society.

In order to vanquish prejudice itself, we need to overcome some elements, including ignorance, that lead to pre-judging.
