1) The rent is high.
2) Rent is high.
Which is correct? (I think both are correct, but I don't know the difference.)

Both are correct, but to me they mean different things.
"The rent is high" is something I would say about a particular apartment.
"Rent is high" is what I would say in general. "Rent is high in New York City."
