"How about when if rained?" makes no sense to me. Are you sure it isn't a typo? "How about when it rained?" would make sense.

Sorry, typo.
the extract was:
"How about when it rained?"
Is it a good English?
strange construction. I would say "What if it starts to rain?"

Here's an example conversation of when it might be used:

A: We went on vacation to Seattle last week.
B: Oh, that sounds great. What did you do?
A: Well, the weather was nice for several days, and we walked all over the city.
B: How about when it rained?
A: When it rained we just took our umbrellas and went outside anyway!

It's short for, "What did you do when it rained?"
