I call it a joke myself. It is just wordplay. BTW, typically the "XXX" in your example would be replaced by a vulgar or "swear" word, for emphasis. I leave the selection of such to your own fertile imagination. "Bush" lacks the correct meter or sound and is awkward souinding, so try something more poetic like "abso-Bush-o-lutely" to refer to something funny or weird the President has done or said. If you want to learn to swear like a sailor, you can also experiement with funny opportunities such as:
In ___ credible.
No ____ way!!
Im ___ possible
Un ___ believable
Out ___ standing !!
