With the discovery of oil fields in both Texas and Oklahoma, the price of gasoline was well within the reach of the average household.

Hello CSL
Your "reach" is the distance you can stretch your arm.
So if a bottle of beer is on the top shelf in your larder, and you can comfortably put out your hand and take it, the can of beer is "within reach".
